Ás agreed after the discussion with the Seare tary of State this morning, I enclose for your consideration a draft of the announcement to be made here and in Hong Kong about the allocation of a sum of £750,000 from the Japanese assets towards the creation of this Fund, with a view to its being discussed at the meeting with Mr. Faskin in his room at 10.30 a,m. on Wednesday morn- ing, the 1st August.

I have sent the text of the draft announcement also to Sir M.K.Lo, Dr. Sloss and (r. V. Adams.
